People who have done bad things in this world fall into hell and become demons.

 They are always hungry and thirsty.

 When they try to drink water, the water turns into fire.

 And the Buddha appears.

 Gaki repents of what he has done in this world and recites the Nembutsu.

 Then they return to human form and are able to drink water.
